Its needed for distrbutions that primarely use libav. There its very
nice if a user can just replace libav by ffmpeg and have the extra
features.
As it is currently there are some obscure codecs that would fail,
after this patchset everything should work even obscure things

On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
