Hi all,

Perhaps the best way to move this forward is to start up the conversation of
what other features need to be included in the SV2 encoder to get it
committed.

As I recall, you (the ffmpeg devs) wanted more automatic and dynamic control
over many of the quality-control parameters.  Is this still the case?  What
else is required?
