Well, the disagreement already start with the vote itself: The lack of
concensus on the wording, procedure and presentation makes any vote
pretty worthless.

CIVS has already been proposed, still, you'd need a trustworthy
secretary or something who assists with collecting, presenting, and
conducting the vote. All of that is totally lacking.
