In the two-loop quantizer,
"allz" flag only has the value 0 or 1. and "allz" is set to 1 if one of "nz"
in the loop is 1.
In this case, FFMAX() can be changed to OR bit operation which is simple
operation.
-            allz = FFMAX(allz, nz);
+            allz |= nz;
