renaming public branches would break clones

each 0.7 release (0.7 0.7.1 0.7.2 ...) should get a tag on the 0.7
branch

but until we want to do some work toward a 0.7.1 or 0.8.1 theres no
need for the branch

RELEASE_NOTES: say this:
* 0.8 "Love"  June, 2011
* 0.7 "Peace" June, 2011 (identical to 0.8 but using 0.6 ABI/API)
