yes, or the public mailing list, whatever you prefer

you can have direct write access to ffmpeg at videolan to maintain dirac/schro
there if you know how to use git.

the repo at git.ffmpeg.org is under diego/mans control and you have to be a
good friend of them to have write access there. Other people have to send
patches to them.
Once the vote ends we will hopefully have git.ffmpeg.org back under
democratic control with all developers having write access again.
