We said, since long ago pts interpolating/guess/mangling code should NOT
stay in libavcodec, MIGHT stay in libavformat, COULD land in libavutil.
Possibly just in a defined place, with a clean interface and properly
documented to understand what it does w/out having to follow random
if(condition) scattered around functions loosely related.
