Nowhere did i say that anyone can commit without review. I want people being
equal not a leader team of 7 with special permissions. That would just
replace me by the opposition making the other half of people unhappy.
The rules for the equals are not touched by my vote. If we agree that everyone
needs to send a patch and everyone needs to get one review so be it.
(iam not really thinking the file maintainers should be required to go through
 this for their own code but that has nothing to do with this vote)
