[FFmpeg-devel] [request] av filter for testing buffer management

Hi

we need a filter that requests buffers from the next filter and then returns
them out of order to the next filter.
I think this case is not covered by tests currently and it does matter when
for example the decoder returns frames due to B frames in different order than
itz allocated and filled them
