This may work for x264 but for ffmpeg it is not so easy. ffmpeg contains many
different parts that are maintained by different people
And what is ok for the maintainer of a part to do is not neccessarily ok
for others to do.
For example while mans could restructure configure and baptiste could
restructure mov neither could do that with the others code without asking

that said i see your point now that you are trying to make but your "rule"
is your rule and not a rule that is part of the ffmpeg devel policy.
So you really cant blame me or any other ffmpeg developer when he doesnt
follow it. ffmpeg developers are expected to follow the rules writen in
the ffmpeg policy
