Fedora's policy objections against FFmpeg seem to go farther than
individual codecs. They object to chromium's branch of FFmpeg mt which
only supports ogg, webm, and wav demuxers and vp8, theora, vorbis, and
s16le/u8 pcm decoders.
Splitting off the MPEG codecs would have huge implications on dsputil,
the magic smoke behind FFmpeg
