Cygwin has ANSI color emulation when you run it in microsoft's lousy
console window, so maybe check for no _CYGWIN (or whatever is the
cygwin-specific define)?

Running non-cygwin programs inside cygwin terminal emulators (like
cygputty, mintty or xterm) will disable colors anyway because isatty
will return false.
