[FFmpeg-devel] For anyone using my "speed convert" patch previously posted

Here's an updated version that works on latest svn version of ffmpeg 
(the old version no longer works because audio codecs now reset the 
sample rate data on every read).  Adds a "-spc" command line option that 
can be used to speed up or slow down the source video, e.g. for 
NTSC-film<->PAL frame rate conversions.
