[FFmpeg-devel] [PATCH] support presets in ffserver.conf

I couldn't just move opt_preset from ffmpeg.c to cmdutils.c because other 
pieces of the runtime environment differ too much. But this patch makes x264 
transcodes a lot easier to deal with in the config file.
