the file in question contains normal asf tags (UTF16) and then some
ID3/* tags, where value is an array of [ID3 tag, value ]m both in UTF-8.
these were never read correctly (before i broke it, ffmpeg tried to read
them as UTF-16 and produced garbage) and AFAIK aren't standardised in
any way, so it's IMO safer to skip them than attempt to guess how to
interpret them.
