That would be Alex Beregszaszi, but he doesn't seem to be that active on the list lately.

The spec isn't well written here, it mixes derived variables with actual fields in the file in a table, and doesn't even list all the actual fields in said table. I made the same mistake on my first read-through, you have to read the verbage to figure out which are the actual fields that exist.
