"0 is a perfectly random number" when random doesn't come with pretence
of security of any kind.

I always read those SHOULD as "pick any value you are comfy with" when
sending and expect any value to come up on the receiving side.

Anyway it should be unrelated to this patch since the aim is to keep the
timestamp locally uniform if I read it correctly.
