I would suggest making it a SoC project.  This piece of code is a huge
can of worms.  I checked the ITU-T license.  It's a rewrite of the GPL
with cosmetic and non-cosmetic changes.

The licensing of this piece of code is unclear and most likely
incompatible with any version of GPL or LGPL.

Until somebody clarifies the situation up for good I suggest we steer very
clear of this licensing hornet's nest.
