quicktime can seek in files that have only a single keyframe by
decoding all frames after the keyframe?

issue 1209 is a user complaining that when he reencodes with an explicitly
requested gop of 100 a file that he previously encoded with an explicitly
requested gop of 300, the file becomes larger.

i do prefer if you use -gop 0 instead of ignoring gop in the encoder,
if that is what you meant ...
