I am working on a streaming solution on narrowband network, so the video codec has to be h263. while afaik, there is no availible H263v3(aka. h263++ or h263-2000) support in ffmpeg nor mencoder, and I did a googling only to find out little talk about this issue. how to encode video in h263v3 anyway?
