IMHO more realistic example:
Type:               P P P P P P P P P ...
recovery_frame_cnt: 3 4 3 3 4 5 4 4 3 

there never is one with 0 and there never is a I frame
if there was we wouldnt need the SEI (obviously)

Many things microsoft did are stupid, but not doing something just because
microsoft did it is even more stupid. If everything ms did were stupid they
