The 'at least' was referring to the proximity. I expect number of bugs
being reported against revision N that have already been squashed in
HEAD reduces as the revision difference between N and HEAD reduces.
People reporting bugs using snapshots from 2007 would likely be much
less useful than people reporting bugs against a revision from 3
months ago.

But releases seem to be moot. I had a bit of a discussion with some
videolan devs and they aren't bothered about releases because they
don't increase the consistency of libav* on systems on which VLC is to
be installed. I will comment more on this shortly.

It probably is a buzz word but it's simply a plan of the progress to
be achieved by noted milestones.
