FFmpeg, at least libavcodec, can well be used from C++:
http://dev.haiku-os.org/browser/haiku/trunk/src/add-ons/media/plugins/avcodec

Not always the easiest way but it's possible.

Btw, it's not nice telling ffmpeg is an oil platform.
