[FFmpeg-devel] [PATCH] VC1: use frame quant for loopfilter

Hi,

In the VC1 spec, the loop filter is described with the line "if (|a0|  
< PQUANT) {", PQUANT being the frame quantizer. This fixes most of the  
remaining +/- 1 errors in planet-vc1-bframe-bitexact.mkv.
