Oops. I guess I was assuming all of my FLIC samples were already in the 
repository.

I have now uploaded these 3 samples here:

   http://multimedia.cx/flic/

CAPCOM.FLI is fairly photo-realistic; float_ne.flc has a lot of constant 
data and little movement; CRUSHER.FLC is a combo of the characteristics.

However, any format that decodes to 8-bit palette data should serve just 
as well for testing ('grep PIX_FMT_PAL8 libavcodec/*').
