Yes, it is.

Yes, they should. And in fact they are !

Somewhat.
It seems you misunderstood that kino must write its includes this
way:   #include <libavcodec/avcodec.h>

And BTW, I think this should go in the FAQ (yes, I know, patch
welcome...)
