[FFmpeg-devel] [PATCH] Optionall hardcode AC3 encoding tables

The attached patch again optionally precalculates the AC3 encoding
tables.

I'm going to use this as example/experiment for build-time
precalculation, so the next patches will move stuff around a bit.
