Sounds like a very good idea to me!

Just a thought: Maybe you could limit the list of rules in that welcome message to the top 2 or 3 things that go wrong most often according to your experience. That would increase the chance that at least those 2-3 rules would be read...  :-)  The welcome message could contain a link to a website with a more complete list of rules.
