No it doesn't. IPod also accepts MPEG4 part 2.

As Apple say[1] "iPod can play the following video formats [...] MPEG-4 
video, up to 2.5 Mbps, 640 x 480, 30 frames per sec [...] in .m4v, .mp4, 
and .mov file formats"
