Francois seems to misunderstand what Michael is referring to.  Of course
there is free software under licenses different from the GPL.  However,
only GPL-compatible software could use the SIMD code under GPL and the
combined work would become GPL.  This excludes non-free software from
using the SIMD code, not something under LGPL or X11/MIT/ISC licenses.
