Maybe you already know about it, but in case you don't and you intend to 
reverse engineer it, 
http://www.gamers.org/pub/idgames2/planetquake/planetcnc/cncdz/ has lots 
of data about the format. See vqa_overview.zip and vqafilesguild.zip. 
Also there is a decoder (vqatoavi) that decodes the dune2000 sample. It 
looks like the author of the decoder is the same of the documentation, 
so if it's not updated maybe he could give a little help if contacted.
