[FFmpeg-devel] Adaptive transcoding on-the-fly

Hi All,
I'm looking for some tools to implement the following task. Could you please tell me if it's possible to do using ffmpeg?

While streaming video with one set of transcoding parameters there is a need to seamlessly change some of the encoding parameters on-the-fly. This is to adapt to some of the changes on the network (e.g. bandwidth variations). 

There is a lot of theoretical information about this but I don't know any links to some software/libraries that could help to implement this. Would ffmpeg suit for this? ... or maybe there are some other tools for this?
