It seems so, from section 14 of GPL3.0 and 6 of LGPL3.0.

Comparing and weighing all those versions is no simple task, and my gut
feeling is that I don't like the v3. However, if it eases integration to
ffmpeg, I agree to add GPL3.0 and LGPL3.0 too (with myself as the
"proxy" mentioned in the above sections for that one file).

So, to go on, I will resubmit after Michael/... review the patch with a
license header mentioning the triple license.
