the psp does not support 29.97 fps at least not "normally", you should use
30000/1001

btw, does it work if you would specifiy 25 fps and do that copy over good
file trick? i mean with correct AV-sync, what about larger resolutions? 
it would be pretty cool if that could be used to circumvent the psps 
resolution check, but i doubt it somehow
