What are you suggesting?  Punishing the investment of energy?  And have
"leaders" tell the ones that do the actual work what to do?  I call this
the bane of for-profit activities.  Our system is a meritocracy.  If you
do the work you get to make the decisions.  And a protection against bad
leadership is built-in.  You can always fork.
