Hi!

I want to develop an LGPL'ed EAC3 decoder as defined in the TODO list
and posted on SOC wiki as well. However, as Fabrice requested "ask me if
you want to help!", I'd like to post my intentions to the mailing list.
I dug enough into the mailing list and found that there ain't such an
effort. I'd like to join.
