   one unusual thing i see in this bitstream, is
   that it uses multi-PPS. Could it be a hint?
   Note also there's a SEI between 2 PPS, which might
   break the AVC1 format (aka MPEG10-part15) in case
   it expects the PPS to be contiguous.
