[Ffmpeg-devel] [PATCH] Add allformats.h include file to move *_init() functions and other

This is an updated version of the patch I sent last night, moves as that the 
*_init() functions in a new allformats.h file, but also moves there the 
(mostly comment) image_format variables. They are not used anywhere but in 
allformats.c so they make sense to be moved there (and not exported).

I'll be working on another patch to move internal functions in another header, 
so that they don't get visible to users and not exported, but for that I need 
to check more how the code works. For once, av_set_pts_info has to be 
exported because it's used by ffserver btw.
