Is it that bad if some patches get applied without maintainer comments?
Reverting/editing them afterwards (or telling the person who applied it
to revert) isn't that much more work than rejecting them before they
were applied, and IMO it isn't worth having extra bureaucracy and
mandatory waiting periods just to avoid an occasional revert.

If someone applies several broken or controversial patches without
asking/waiting for comments first, then they can be told to stop it
until they have a clue about which changes are safe, or have their
repository write access removed.
