Decoding and encoding are 2 separate things, however, If I recall
correctly what Mike Melanson was saying about implementing a video
enc/decoding, the encoder part is the easiest one, because you don't
have to implement the whole format at once....

What's more tricky is to implement a full-fledged encoder that works
with reasonable encoding times and good compression ratio.... but
that's another story..
