Once this gets applied, I can submit a patch to add it to other audio
encoders.  I think I've figured out how to add it to vorbis & I'll look
at mp3lame as well.  Adding this to ac3 might be a little tricky.  I ran
into some strange errors while trying to change the cutoff frequency
(values that should be valid per spec, but give error messages).
