Although the directory naming is a bit confusing (shouldn't it be 14496-10 ?) the reference 
h264 bitstreams are available here:

I think there should also be some spreadsheet around saying which 
features of the
standard are used in which file, but I cannot find it currently. Note 
that not all
features are supported yet by libavcodec so do not expect all streams to 
decode
correctly.
