the _DEBUG ifdef is not used. And looking at what MPlayer does
(http://svn.mplayerhq.hu/mplayer/trunk/osdep/mplayer.rc?view=markup) none of
the other #ifdefs are needed, and neither is the -O coff for windres
needed.
