we should change the error message to be more clear then, something like

no POSIX compatible shell found
THIS IS NOT A BUG IN FFMPEG, DO NOT REPORT IT ON ANY FFMPEG RELATED PLACE
instead install a working POSIX compatible shell, also DO NOT disable this
test in configure it will create broken ffmpeg and you will be flamed to
death if you report the resulting issues as bugs
