If you're referring to

then no, it doesn't - because "download MinGW and MSYS, and update
MinGW" is more than simply "download MinGW and MSys".

In this case the correct solution would be for MinGW to release a new
labeled-as-stable version with the updated version of the shell, and
workarounds in FFmpeg would be inappropriate. That doesn't invalidate
the basic observation, however.
