[Ffmpeg-devel] BUG: AC3 encode volume is low

I am filing a bug for:  AC3 encode volume is low
The page, http://ffmpeg.sourceforge.net/bugreports.php suggest emailing 
this mail list the bug, and doesn't give reference to the bug reporting 
system at sourceforge, but I will submit it here and there, (Note I am 
not on the mailing list).

If I have a wav file, and use ffmpeg to encode it to an ac3 file, then 
decode it to a wav file, the amplitude is greatly reduced.
I consider the problem in ac3enc...  Here are a list of web sites that 
discuss the issue:

 - I tried the -vol option, and I don't think it did anything (except 
possibly clip at a less than full dynamic range amplitude)
