[Ffmpeg-devel] use a different (new) qscale_type for H264?

hi,

would it be feasible for H264 decoder to set a different quant_type than
FF_QSCALE_TYPE_MPEG1? Currently, the spp and fspp filters rely on this
information and they tend produce an overblurred image, while draining
the last remnants of the CPU power. If H264 set an another qscale_type,
spp could be turned off automatically on H264 content.
