[Ffmpeg-devel] dump_format() should always print?

Hello,

Attached is a patch to make dump_format() always dump the format, even when 
the log level is AV_LOG_QUIET.

I'm not sure how pleased everyone will be with this though.

Personally, I think that if I've explictly called something called 
dump_format() then it should dump the format.

I believe dump_format() is a different class to other functions; it's job is 
to produce output.  In other functions, the log messages are incidental to 
the job, and hence should obey the AV_LOG setting.
