[Ffmpeg-devel] h263 cbr or max bitrate status

Hi,
 
I'm currently working on the first stage of a solution to do automated media encoding for mobile phones.
I think ffmpeg a good solution to use. the only thing is it doesn't really support maxbitrate or CBR for h263 like helix or xenon2pro does. For some mobile services it is required to limit the peak rates.
Is anyone working on that or are there plans to do so?
