[FFmpeg-cvslog] fftools/ffmpeg_enc: add an AVClass to Encoder

fftools/ffmpeg_enc: add an AVClass to Encoder

Log decoder messages to the encoder rather than OutputStream.

This is a step towards decoupling encoders from muxers, similarly to
what was previously done to decoders and demuxers.
